PaRC’s Mandated Functions

The State Rehabilitation Council (SRC) works in partnership with the Vocational Rehabilitation (VR) agency as is mandated in Section 105 of the Rehabilitation Act.  The SRC fulfills this mandate in all states and territories which is required in order for VR programs to be eligible for and maintain federal VR funds. Many states have a separate Rehabilitation Council for the state agency, which serves persons who are blind or who have visual impairments. Pennsylvania has a combined state agency and a single Rehabilitation Council.

The members of the Pennsylvania Rehabilitation Council (PaRC) take their responsibilities of advising OVR and reporting on the status of employment for persons with disabilities in Pennsylvania seriously.  Members understand how employment greatly impacts an individual’s quality of life.  Use the following tab to learn more about the PaRC’s Mandated functions:

Representation

Members are appointed by the Governor, representing a variety of perspectives from the VR program and disability community as outlined in the legislation. Fifty one percent of the council’s membership must be individuals with disabilities as required in the Rehabilitation Act.  The Chart of Representation indicates the required categories of representation as they are named in the Rehabilitation Act. Many members are able to match more than one category; however, it is only necessary to designate them under one category.

PaRC Council and Committees

The Pa Rehabilitation Council must conduct no less than four (4) quarterly Full Council (FC) meetings throughout the year.
