The following provides the Mandated Functions of the Pennsylvania Rehabilitation Council in Partnership with Vocational Rehabilitation.
Review, analyze, & advise the Office of Vocational Rehabilitation (OVR) regarding the performance of its responsibilities, particularly related to:
- Eligibility & Order of Selection
- Extent, Scope, & Effectiveness of Services
- Functions performed by State agencies that affect the ability of individuals with disabilities in achieving employment outcomes under Vocational Rehabilitation (VR) services
- Applications, reports, & evaluations.
- Partner with OVR to develop, agree to, & review state goals & priorities in accordance with the VR State Plan
- Evaluate effectiveness of VR program & submit progress reports to the Rehabilitation Services Administration (RSA) Commissioner
Advise & assist OVR on activities authorized to be carried out under the VR State Plan
- Assist in the preparation of the State Plan portion of the Combined State Plan & Amendments to the plan
- Participate in Statewide Needs Assessment every 3-years focusing on:
- Most significant disabilities
- Minorities
- Unserved and underserved
- Served through Workforce Investment System
- Students & Youths with Disabilities, including Pre-Employment Transition Services
- Community Rehab Centers
Conduct a review and analysis of the effectiveness of Vocational Rehabilitation services and consumer satisfaction regarding with:
- Functions performed
- VR services provided
- Employment outcomes achieved by eligible individuals
Prepare and submit Annual Report to the Governor & the Federal U.S. Department of Education Commissioner of Rehabilitation Services Administration on the status of vocational rehabilitation programs operated within the State. This report is to be made available to the public.
Coordinate activities with other disability related councils within the State.
Perform other functions consistent with VR services deemed appropriate by the Council.
