The PaRC is mandated by The Rehabilitation Act of 1973, as amended by Title IV of the Workforce Innovation and Opportunity Act (WIOA), to report on the status of vocational rehabilitation programs operated within the Commonwealth by submitting an Annual Report to the Rehabilitation Services Administration (RSA), the Governor and to make available to the public.

The PaRC Annual Report contains Federal and State Position Papers, State Plan Attachment, Committee Goals, Council Accomplishments, and other useful information highlighting the important work of the Council and the Office of Vocational Rehabilitation (OVR).

Combined State Plan

As mandated, the PaRC partners with the Office of Vocational Rehabilitation (OVR) to develop, agree to, and review State goals and priorities in accordance with the VR State Plan. Recommendations of the PaRC are included in Section (a) of the Plan. To access this section, click the link below.

State and Federal Position Papers

The Council educates and informs members of the State and Federal Legislature on the diverse issues affecting employment of people with disabilities. The Position Papers below include information and legislation that is supported by the Council to improve employment for people with disabilities.
